In the trial against Guzmán Loera in New York, Ramírez, who pleaded guilty to crimes related to drug trafficking in 2007, said that since 1990 he had received drugs from Colombia to send them to the United States. I testify that although he worked with several cartels in Mexico, his main partners were from the Sinaloa Cartel: Guzmán, Arturo Guzmán, the Beltrán Leyva brothers, Nacho Coronel, the Zambada brothers, the Carrillo Fuentes brothers and Héctor "El Güero" Palma.

It should be noted that "Juan Carlos Ramírez" has a disfigured face since he has had approximately three to four face transplants to avoid recognition. I also testify that for what he remembers, he calculated that he transported about 400 thousand kilos of cocaine from Colombia to the United States via Mexico. His association with "El Chapo" Guzmán, he explained, ended until he, Ramírez, was arrested in Brazil in 2007, also one of the great reasons was that Ramírez was considered the leader of the North Valley Cartel.

It is said that the first shipment of drugs in which the Mexican cartel Sinaloa and the Colombian Cartel del Norte del Valle collaborated was four thousand kilos of cocaine and goes back to 1990, Colombian drug trafficker Juan Carlos Ramírez revealed. In the context of the trial in New York against "El Chapo" Guzmán, the Colombian drug trafficker testified the following: "This cargo was transported in five planes that landed between three and four in the morning on a clandestine airstrip near the city of Los Mochis, in the state of Sinaloa”

In his testimony, Ramírez described that the organization of the Norte del Valle Cartel was divided into five "fronts": armed wing, corruption to politicians and police, cash or dirty money, investments and money laundering, and operational front in charge of packing cocaine. "They used corruption to receive my cocaine and they also had an armed wing," said Ramírez on his first day of testimony.

Even with his cooperation agreement, Ramírez would receive a minimum sentence of 25 years in prison in the United States, of which he has already purged 10 years.
