Secretary of Foreign Affairs and Secretary of Security

Let’s remember that our presidents can not do everything and they need of 18 secretaries that divide the president’s tasks, each one of those secretaries has a main secretariat or executive. Unfortunately, this job is only about two of the eighteen secretaries; The Foreign Affairs Secretary and the Security Secretary.

We are going to start with the Foreign Affairs Secretary, its acronym is SRE which means in Spanish Secretaria de Relaciones Exteriores.

It is one of the state Secretaries that form the legal cabinet of Mexico’s President, as we previously mention.

Their general objective is to design, plan, execute, and coordinate public policies in foreign affairs. It is also in charge of the international affairs with other countries.

As a matter of fact, in our Constitution, in the article 89 says that the Secretary of Foreign Affairs has the task of representing Mexican government (The President) in worldwide organizations, also to control foreign service and to manage all the worldwide embassies and consulates.

The next part of this organization chart are the Embassies and Consulates. The Secretary of Foreign Affairs has ascribed multiple consulates in the world.

Their principal Missions are to create and fortify diplomatic relationships of Mexico with all the countries, and also to ensure the right of Mexican Immigrants all around the world.

Now the Secretariat of Foreign Affairs, which is the executive that manages and leads this Secretary, the secretariat is also called chancellor.

The past Chancellors in Enrique Peña Nieto’s Government were:

· Jose Antonio Meade Kuribreña

· Claudia Ruiz Massieu

· Luis Videgaray Caso

Nowadays the chancellor of Mexico in Andres Manuel Lopez Obrador government is Marcelo Ebrard Casaubón.

Marcel Ebrard Casaubón is a Mexican politician who was born in Mexico City in 1959. He was the government’s head of Distrito Federal from December the 5th of 2006 to December the 4th of 2012 breaking the record of being the first elected mandatary in finishing the six years of power. He was postulated by PRD (Partido de la Revolución Democrática).

He was also the president of Global Network of Safer Cities, which is an initiative of the United Nations Habitat with the goal of equipping local authorities and urban stake holders to deliver urban security.

Relationship with AMLO

In 2002 He was AMLO’s counselor when AMLO was government’s head of Mexico City.


Marcelo Ebrard Casaubon

Agenda

· Priority, to Protect Mexican Immigrants in the US.

· Avoid bilateral treaties and convert them into multilateral treaties.

· Continue with TLCAN

· Make new economical treaties with other countries to amplify Mexican economy.

Secretary of Security


Now we are going to run through the details of Secretary of Security, before doing this we are going to have a bit of history.

In January the 3 of 2013 in Enrique Peña Nieto’s government, the Secretary of Security grants Government Secretary (SEGOB) all the tasks of SSP (The acronym of Secretary of Public Security).

The Secretary of Security, disappeared for 7 years and re appears now, with Andres Manuel Lopez Obrador’s government to retake the granted tasks.

The Acronym nowadays is SEGURIDAD, and it is the one in charge of designing planning, executing and coordinating public policies in Public Security.

Their main Tasks are:

· Command federal police.

The Federal Police is a police force of the Mexican Federation created from the reconstruction of Federal Preventive Police.

The main objective is to safeguard life integrity security and the rights of people, as well as preserve public liberties, order and peace.

The Federal Police of Mexico has seven specialized divisions whose capabilities allow them to be effective in the mission of protecting and serving the community.

This divisions are:

o Intelligence Division: Exchanges information between national and international police forces.

o Regional Security Division: Designs Methods to fight back crimes.

o Scientific Division: Uses Science to research and prevent crimes.

o Federal Forces: Prevent crimes and administrative faults to maintain the public order and peace.

o Internal Affairs: Updates inspection procedures to find deficiencies in the process applications.

o Anti-drugs Division: Fights possession, production and traffic of any kind of illegal drug.

o Gendarmerie Division: Police model that is close to the society, and threatens Organized Crime.

· Collaborate with General Republic Prosecution (which in Spanish means Fiscalía General de la República) and the Judicial Power on investigation, processes and crime pursuit.

· Professionalization of police officers and trainings.

· Propose the National Council of Public Safety the strategy of the government to avoid crimes.

· Protect people under any kind of danger (Natural or Human).

· Administrate the penitentiary system.

· Administration of the National System of Civilian Protection (What we know as Protección Civil)

The past Secretariat of Security in Peña’s government was:

· Manuel Mondragón y Kalb

The current secretariat is Alfonso Durazo Montaño. He was born in Bavispe, Sonora, in July the 11th of 1954.

He’s studies are:

· Degree in Engineer in UNAM

· Degree in Law In UAM

· Master in Public Administration ISAP (Instituto Sonorense de la Administración Pública)

· PHD in Politics in Tecnológico de Monterrey

Political Career:

· He was Particular Secretariat of Luis Donaldo Colosio (PRI)

· He was Particular Secretariat of Vicente Fox Quezada (PAN)

· Ran to be senator but he failed

· Federal Deputy of Morena (2012-2015)

· Nowadays he is the Secretariat of Security

Agenda and proposals as Security Secretariat:

1. To fight back Mexico’s insecurity finishing corruption and impunity.

2. Guarantee employment, education and health.

3. Guarantee the respect of Human Rights.

4. Regenerate ethics by Moral Constitution.

5. Reformulate how to attack Narcotic-traffic.

6. Construct peace adopting New Justice Methods.

7. Recuperation of Prison’s control.

8. Creation of Guardia Nacional.
