What are the exact functions of SHCP?

Its name in Mexico is “Secretaría de Hacienda y Crédito Público (SHCP)”. Its main objective is to direct and control the economic policy of the Federal Government in the Financial, Fiscal and Public Debt fields.

General Functions

1. Authorize the use of public credit

2. Collect taxes

3. Manage the public debt of the Federation

4. Project and calculate the expenditures of the Federal Government

5. Plan, coordinate, evaluate and monitor the banking system

6. Project and calculate the income of the Federation, and the Department of Mexico City

7. Determine fiscal stimuli

Biography and Academic Background

· Was born on June 9, 1995 in Aguascalientes, Aguascalientes.

· Bachelor’s in Mathematics by Tecnológico de Monterrey

· Master’s in Mathematics by Centro de Investigación y de Estudios Avanzados (Cinvestav) del Instituto Politécnico Nacional.

· Master’s and a PhD in Economy by Wisconsin University in Maddison, US.

· Member level III of the National Investigators System.

· Member of the Mexican Science Academy.

· He has published eight books about Economics, several articles in prestigious magazines, and he has two poetry books.

· From 1989 to 2000 he was an investigator and professor at “El Colegio de México”.

· From 2003 to 2013 he served as founder-director of the Graduated School in Public Administration of the Tecnológico de Monterrey in Mexico City.

· Invited to teach at foreign universities such as Georgetown and Princeton.

· World Bank and ONU’s Economic Development Program Consultant

Political Background

He is a man who isn’t so immersed in the Politics world. The only political charge that he has executed has been the one of Secretariat of Finances of the Federal District (2000 – 2003). However, he is one of AMLO’s most trusted men. They met each other because he was invited to participate as an economic assessor in AMLO’s candidature for Governor of the Federal District.

Up to this moment he hasn’t had any bad critic or comment from the press. The time will decide whether he is or isn’t a good candidate for the position.
